Pakistan has officially launched its very first national framework aimed at safeguarding shark populations and restoring fragile marine ecosystems through the new pakistan shark conservation plan. Announced by Maritime Affairs Minister Muhammad Junaid Anwar Chaudhry, the comprehensive strategy represents a major shift in how the nation manages its coastal waters and commercial fishing industries.

A Decade-Long Pakistan Shark Conservation Plan Through 2035

The newly unveiled National Plan of Action for the Conservation and Management of Sharks is a 10-year roadmap designed to run through 2035. According to the original report, the initiative addresses declining marine populations by tackling illegal finning, reducing accidental catch rates, and protecting vital breeding grounds. The framework applies broadly to all chondrichthyan species inhabiting Pakistani waters—including sharks, rays, skates, and chimaeras—with a specific focus on vulnerable populations heavily impacted by commercial fisheries.

Regional marine challenges in the Arabian Sea have grown increasingly severe over recent decades. Unregulated overfishing, destructive bottom-trawling practices, and the rising pressures of international demand for shark fins and meat have severely depleted apex predator populations. Furthermore, industrial pollution and the degradation of critical coastal habitats, such as mangrove forests and coral communities, have left marine life highly vulnerable. Without robust intervention, the collapse of these apex species threatens to disrupt the entire marine food web, affecting commercially vital fish stocks and destabilizing local artisanal fishing communities that rely on steady yields for their daily survival.

Phased Implementation and Financial Backing

To ensure practical execution, the ambitious project will roll out across three distinct phases. Financial support for the initial five-year period is estimated between $3.8 million and $5 million. Oversight will be managed by a dedicated, multi-stakeholder National Advisory Committee tasked with improving scientific research, upgrading data collection systems, and strictly enforcing fisheries regulations.

Key Protection Measures and Community Support

The conservation framework introduces several strict protocols, such as mandatory fins-naturally-attached policies, species-specific safeguards, and the establishment of dedicated shark sanctuaries. Alongside these preservation rules, the plan includes mangrove restoration projects and initiatives designed to lower shark mortality rates during regular fishing operations. Furthermore, officials have emphasized that the strategy aims to uplift local fishing communities by providing targeted support and encouraging sustainable harvesting practices.

Rigorous Monitoring and International Cooperation

Accountability remains a central pillar of the new policy. Authorities plan to evaluate progress annually by tracking performance indicators like landing-site monitoring coverage, stock assessment completions, and vessel monitoring system usage. Formal reviews will take place every three years to measure success. Additionally, Pakistan intends to strengthen international partnerships, building on its ongoing involvement with the Indian Ocean Tuna Commission to protect migratory marine life across regional borders.

By taking these decisive steps, Pakistan is positioning itself as a proactive leader in regional marine biodiversity conservation, ensuring healthier oceans and more sustainable coastal economies for decades to come.
